The solution to speed up the circuit 3 (extended) of 500kV line

According to Minister Nguyen Hong Dien: Circuit 3 (extended) of the 500 kV line with a special important role in connecting the inter-regional power grids and contributing to ensuring the electricity supply for the North region in coming years. The Prime Minister has given drastic guidance and requested to accelerate the project's progress, complete and put it into operation in June 2024. This is a very important and difficult political task, requiring the active and synchronous participation of ministries, central agencies, local authorities (where the project is going through) and construction investors.

The Minister of Industry and Trade (MOIT) asked the meeting participants to focus on discussing and agreeing on solutions to speed up to completion the project investment procedures. Agree on the time for localities to complete the review and update of the project alignment into the provincial planning; update and adjust the planning, land use plan, and relevant plans in the area so that the site clearance and project implementation can be carried out as soon as possible.

Speaking at the meeting, Mr. Tran Dinh Nhan - General Director of Electricity of Vietnam (EVN) judged that the completion of this project in June 2024 is a big challenge.

However, EVN and the National Power Transmission Corporation (EVNNPT) will mobilize maximum resources and determination to complete the project to meet the requirements set forth to ensure energy security.

Reporting at this meeting, the representative of EVNNPT said that according to the approved Power Development Planning VIII, this third circuit of 500 kV project consists of 4 sections (Quang Trach - Quynh Luu, Quynh Luu - Thanh Hoa, Thanh Hoa - Nam Dinh 1 and Nam Dinh 1 - Pho Noi). These sections are very special important, for improving the transmission capacity between the Central and the North regions.

After listening to reports of investors, localities, and opinions of the Committee for the Management of State Capital at Enterprises, Minister Nguyen Hong Dien requested:

Firstly: For EVN and EVNNPT, to urgently complete project documents in July 2023 with ensuring quality in accordance with regulations to submit to the competent agencies for appraisal and approval of project investment policy in August 2023 and approve investment project in September 2023.

After approving the investment project, it is necessary to urgently work and agree with the localities to implement the works related to site clearance so that it must be completed and put into operation by June 2024 on schedule as assigned by the Prime Minister.

Secondly: For the Provincial People's Committees where the 500 kV line is passing, it is recommended to keep the updated project alignment, and urgently update it in the provincial planning, land use plan, and other relevant local planning and plans as prescribed.

Urgently complete the procedures for converting rice land and forest land right after the project is approved. On the other hand, focus on doing well the site clearance and resettlement (if any) in order to hand over the clean ground to the investor in a short time earliest time to start construction.

Thirdly: For the functional units of MOIT (Department of Electricity and Renewable Energy, Office of the National Steering Committee for Electricity Development) to closely coordinate with the investors to conduct parallel activities in related tasks according to assigned functions and tasks in order to speed up complete project investment procedures. The Office of the National Steering Committee for Electricity Development will coordinate with the investors to develop a specific progress chart. At the same time, to act as an advisor for the members of the Steering Committee to regularly monitor, check, urge and promptly direct and solve problems during the implementation process, ensuring the project to complete on schedule.

Fourthly: For the Committee for the Management of State Capital at Enterprises for agreeing to petition the Prime Minister to direct the ministries, agencies, localities and investors in the process of completing investment procedures and implementing projects for getting the work done quickly and efficiently.

Fifthly: Suggest the investors and localities do good communication so that people can clearly understand the meaning, importance, and great benefits of the project, thereby supporting and agreeing on the implementation process of this important project.
