EVN Reviews 2025 Performance and Outlines Key Tasks for 2026

 - On the morning of December 29, 2025, in Hanoi, Vietnam Electricity (EVN) held a conference to review its performance in 2025 and deploy key tasks for 2026. The conference was organized in a hybrid format, combining in-person and online participation, with connections to EVN units across the Group. Acting Minister of Industry and Trade Le Manh Hung attended and delivered a keynote address at the event.

Ensuring Power Supply for Socio-Economic Development and Improving Customer Service Quality

Speaking at the conference, EVN President and CEO Nguyen Anh Tuan stated that, despite facing numerous difficulties and challenges in 2025, EVN continued to receive close attention and direction from the Party, the Government, the Prime Minister, central ministries and agencies, as well as strong support from local authorities. On that basis, EVN and its member units proactively prepared and implemented synchronized solutions, achieving many positive results that made an important contribution to fulfilling the targets of the 2021–2025 Five-Year Plan.

According to EVN’s report, by the end of 2025, the total installed capacity of the national power system (excluding imported power) reached approximately 87,600 MW, an increase of about 6,400 MW compared to 2024. Vietnam’s power system continued to rank second in ASEAN in terms of installed generation capacity.

Total electricity sales in 2025 across the Group were estimated at 287.9 billion kWh. Power supply reliability continued to improve, with the SAIDI index estimated at 230 minutes, exceeding the annual target set at the beginning of the year (233 minutes).

Amid rapidly growing electricity demand and increasingly volatile operating conditions, EVN demonstrated strong system operation capability and flexible response capacity. The EVN Steering Committee for Power Supply Assurance in 2025 operated effectively, closely monitoring real-world developments and proactively coordinating with the National Power System and Market Operator (NSMO) to implement synchronized solutions for generation dispatch, reservoir regulation, and strengthening the power system's supply. At the same time, EVN’s leadership regularly directed its units to closely coordinate with partners to ensure fuel supply for power generation, while enhancing technical discipline and the quality of management and operations.

Alongside its core task of ensuring electricity supply, EVN continued to intensify efforts to improve business operations and customer service quality, placing customers at the center. Currently, 100% of electricity services are provided online at Level 4 on the National Public Service Portal, Public Administration Centers, and provincial and municipal public service portals, creating maximum convenience for individuals and businesses in accessing and using electricity services.

Customer care activities have continued to be strongly promoted in the direction of digitalization, process improvement, and enhanced service quality and user experience. The proportion of electronic transactions across EVN reached 99.69%, clearly reflecting the effectiveness of digital transformation in the electricity business and service activities. Notably, EVN has developed and is finalizing the EVN Customer Care application, which is ready for unified nationwide deployment, aiming to deliver more consistent, professional, and increasingly customer-friendly services.

Breakthroughs in Investment and Construction, Advancing National Power Infrastructure Development

In 2025, closely following the directions of the Government, the Prime Minister, and central ministries and agencies, EVN and its member units concentrated substantial resources on investing in and constructing key power generation and transmission projects. Investment and construction activities continued to record outstanding results, marking the second consecutive year in which the Group exceeded its targets. Total disbursement reached VND 125.778 trillion, up 14.7% compared to 2024, setting the highest disbursement level among state-owned groups and corporations, and reaffirming EVN’s leading role in developing national energy infrastructure.

During the year, EVN continued to implement and complete a number of major projects of strategic importance to the national power system. The Group and its units commenced construction of key projects such as the Tri An Hydropower Plant Expansion and the Bac Ai Pumped Storage Hydropower Plant, while completing and putting into operation several critical generation and grid projects, including the Hoa Binh Hydropower Plant Expansion, the 500 kV Lao Cai – Vinh Yen transmission line, the power supply project for Con Dao Island District-the project featuring the longest subsea cable line in Southeast Asia-as well as the first oil-fired commissioning of Unit 1 of Quang Trach 1 Thermal Power Plant.

In terms of power grid development, in 2025, EVN and its units commenced construction of 215 projects and completed energization of 260 projects at voltage levels ranging from 110 kV to 500 kV. These projects added approximately 27,000 MVA of capacity and nearly 3,900 kilometers of transmission lines to the system, thereby further enhancing transmission and distribution capacity as well as the operational reliability of the national power system.

Alongside large-scale investments, EVN’s power corporations made efforts to arrange capital to expand electricity supply to disadvantaged, remote, and mountainous areas in provinces such as Dien Bien, Tuyen Quang, Lai Chau, Son La, Kien Giang, and Quang Tri, helping bring national grid electricity to more than 5,000 households previously without power. In particular, in line with the Government’s direction, EVN invested in providing electricity to 129 villages and hamlets lacking a stable power supply in remote areas of northern and central Vietnam.

Thanks to these consistent and sustained efforts, by the end of 2025, 100% of communes nationwide had access to electricity, with the household electrification rate reaching 99.85%, including 99.77% in rural areas.

Comprehensive Transformation Drives Business Performance, Delivering Profits Above Plan

Through the synchronized and decisive implementation of multiple solution groups, EVN’s production and business operations continued to achieve positive results, remaining profitable and exceeding the targets assigned by the Ministry of Finance. In 2025, the Group’s total contribution to the State budget was estimated at VND 26.351 trillion.

EVN completed the restructuring and streamlining of its organizational apparatus at the parent company and member units, ensuring stable, smooth, and uninterrupted production and business operations. At the same time, the Group continued to enhance corporate governance capacity by issuing new regulations on decentralization and internal management, promoting stronger delegation, greater autonomy, and clearer accountability for member units in task execution.

Research and development in science and technology, innovation, and digital transformation were implemented in a synchronized and comprehensive manner, achieving many notable results. EVN focused on digital transformation based on three pillars: transforming information technology systems in line with the new administrative organizational model; connecting and sharing data with national databases and the Government to ensure end-to-end online public services; and coordinating efforts to eliminate power supply gaps, thereby contributing to the expansion of digital infrastructure to villages and hamlets. To date, EVN has basically completed the development of core foundational databases, laying a solid foundation for modern governance and subsequent stages of digital transformation.

Creative labor movements and innovation initiatives continued to be strongly promoted and widely disseminated throughout the Group. During the year, more than 60 EVN-level initiatives and over 1,500 grassroots-level initiatives were recognized, contributing to improved efficiency in production, business, and management.

In addition to its production and business tasks, EVN and its units continued to pay close attention to social welfare activities, demonstrating their responsibility to the community and society. In 2025, the total value of social welfare activities carried out by EVN and its units exceeded VND 146.5 billion.

Along with these efforts, other important areas of work—including thrift practice and waste prevention, anti-corruption, training and human resource development, communications, corporate culture building, and international cooperation-continued to be implemented in a coordinated manner and achieved their set objectives, creating a solid foundation for EVN’s sustainable development in the next phase.

Sustainable Development in a New Era of Growth

The year 2026 holds special significance as the first year of implementing the 2026–2030 Five-Year Socio-Economic Development Plan, ushering in a new stage of national development in an era of strong, prosperous growth. For EVN, 2026 is a pivotal year, laying the foundation for the realization of sustainable development goals in the years ahead.

Accordingly, EVN has identified several key tasks for 2026, including ensuring electricity supply for socio-economic development and people’s livelihoods, particularly providing safe and stable power for the 14th National Congress of the Communist Party of Vietnam and other major political and social events during the year. At the same time, the Group will continue to focus intensively on investment and construction, ensuring the progress and quality of power generation and grid projects. This includes commencing construction of 11 power generation projects, completing the commercial operation of Quang Trach 1 Thermal Power Plant, and putting into operation key grid projects serving power supply, power import interconnections, and the connection of new power sources.

In addition, EVN will vigorously and synchronously implement solutions for thrift practice and waste prevention across all areas, striving to maintain efficient and profitable production and business operations, gradually improving its financial position and ensuring sustainable development. The Group will also continue to streamline its organizational structure in tandem with institutional improvements, promote decentralization and delegation of authority to enhance governance efficiency and labor productivity, and focus on developing high-quality human resources while advancing science and technology, innovation, and digital transformation to meet new requirements.

Speaking at the conference, Acting Minister of Industry and Trade Lê Mạnh Hùng emphasized that EVN is currently the only enterprise assigned by the Government, on behalf of the State, to act as the sole electricity buyer in the market, bearing significant pressure in ensuring electricity supply for the economy—a unique characteristic of Vietnam’s power sector.

According to the Acting Minister, amid the inevitable trend of economic electrification coupled with the energy transition, electricity plays a core role in foundational industries. Therefore, EVN’s role and influence are increasingly critical to macroeconomic stability and the country’s sustainable development.

Assessing the implementation of tasks in 2025, Acting Minister Lê Mạnh Hùng acknowledged and commended EVN’s outstanding efforts and achievements in the face of unprecedented challenges such as extreme natural disasters, 15 storms, abnormal floods, and peak loads exceeding 54,000 MW—an increase of more than 11% compared to the previous year. EVN closely coordinated with the Ministry of Industry and Trade, the Electricity Authority, and NSMO to ensure a timely and sufficient electricity supply for socio-economic development and people’s daily lives. The image of power sector workers steadfastly maintaining power supply from urban areas to remote, border, and island regions left a strong and moving impression.

To date, Vietnam’s total power generation capacity has reached approximately 87,600 MW, with an increase of about 6,400 MW in 2025 alone. The 500 kV transmission network now exceeds 12,300 km in length, while total electricity output reached 322.8 billion kWh, up 4.6% compared to 2024. These achievements provide an important foundation for maintaining macroeconomic stability and supporting economic growth of over 8% in 2025.

Investment Performance and Key Tasks Ahead

Regarding investment activities, the Acting Minister highly commended EVN’s investment disbursement results, which reached approximately VND 120–125 trillion in 2025, an increase of more than 14% compared to 2024, despite constraints in resources, shortages of materials and equipment, and complex weather conditions. Several nationally significant projects were completed and put into operation, such as the Hoa Binh Hydropower Plant Expansion and the 500 kV Lao Cai – Vinh Yen transmission line, while several other major projects are expected to enter operation in the first quarter of 2026.

At the same time, efforts to reduce power losses continued to yield positive results, with the loss rate maintained at around 6%. Power supply reliability indicators further improved, with the average outage duration at approximately 230 minutes, better than the planned target. EVN has also gradually streamlined its organizational structure, modernized governance, accelerated digital transformation, reviewed decentralization and delegation models, addressed accumulated losses, and improved its financial health.

Key Observations and Priority Tasks in the Time Ahead

In addition to the achievements, the Acting Minister of Industry and Trade also pointed out several shortcomings that require continued attention, particularly the imbalance among power sources, grid infrastructure, and load; the pace of adding new power capacity-especially baseload power-which has not yet met the requirements of the revised Power Development Plan VIII; as well as the remaining potential to further reduce power losses compared to other countries in the region.

On that basis, the Acting Minister requested EVN to focus on implementing several key tasks in 2026, including continuing close coordination with the Electricity Authority, NSMO, and relevant units under the Ministry of Industry and Trade to improve institutions and policies; enhancing forecasting quality, scenario development, and risk management for power system operation; effectively implementing the investment portfolio under Power Development Plan VIII; intensifying electricity saving and loss reduction efforts; accelerating digital transformation and improving corporate governance efficiency; and proactively addressing existing issues to enhance financial performance.

In concluding the conference, Acting Minister Lê Mạnh Hùng affirmed that the Ministry of Industry and Trade stands ready to accompany and support EVN within its assigned functions and mandates. With its long-standing tradition, credibility, and pivotal role in the national energy system, along with the close guidance of the Government and coordination from relevant ministries and agencies, EVN is expected to accomplish its tasks for 2026 and the 2026–2030 Five-Year Plan./.
