Investment policy approval granted for the LNG Quang Trach 3 power project

The LNG Quang Trach 3 project is part of the Quang Trach Power Center. It is included in the adjusted Power Development Plan VIII, approved by the Prime Minister under Decision No. 768/QD-TTg dated April 15, 2025. The Quang Tri Provincial People’s Committee officially approved the investment policy and selected EVN as the project investor, as per Decision No. 1678/QD-KKT dated December 1, 2025.

The project covers a total area of approximately 74 hectares (including 54.77 hectares of land and 19.23 hectares of water surface) and is located in Phu Trach Commune, Quang Tri Province. The plant will apply combined-cycle gas turbine technology with a designed capacity of 1,500 MW ±15%. The preliminary total investment is estimated at VND 41,826 billion, of which EVN will contribute 20% as equity and 80% will be financed through domestic commercial loans arranged by Vietcombank.

The adoption of advanced environmental treatment technologies in line with Vietnamese standards and World Bank requirements demonstrates EVN’s commitment to sustainable development. It also reflects the close support and partnership of Quang Tri Province in creating a favorable investment environment and strengthening business confidence.

Speaking at the ceremony, Mr. Hoang Nam, Standing Vice Chairman of the Quang Tri Provincial People’s Committee, emphasized that the approval of the project’s investment policy marks “an important milestone” in strengthening national energy security, while also creating new opportunities to promote socio-economic development in the province and the North Central region, moving toward the goal of positioning Quang Tri as a major energy hub in Central Vietnam.

Provincial leaders also highly appreciated the proactive and responsible coordination among EVN, Power Project Management Board No. 2 (EVNPMB2), and relevant departments and agencies during the project preparation process. The province reaffirmed its commitment to continuing close cooperation and creating favorable conditions for EVN to implement the project on schedule, efficiently, and sustainably.

Once completed, the LNG Quang Trach 3 Power Plant will add an important source of electricity to the national power system, particularly during the 2031–2035 period, when electricity demand in northern Vietnam is expected to rise significantly. The project is also anticipated to contribute approximately VND 1.2 trillion per year to the state budget, generate employment for local workers, promote supporting industries, and attract further investment.
