More encouraging the development of the Rooftop PV Systems

Rooftop mounted systems are small compared to ground-mounted photovoltaic power stations with capacities in the megawatt range. Rooftop PV systems on residential buildings typically feature a capacity of about 5 to 20 kilowatts (kW), while those mounted on commercial or industrial buildings often reach hundreds kilowatts or more. It is an advantage that a rooftop PV system should be simply installed and connected to existing low or medium-voltage grid without investment in an expensive transmission grid system. Therefore, this type of solar power development is encouraged very much in the world, generally and in Vietnam at the present, particularly. The encouragement in Vietnam is showed as following Decisions of Prime Minister:
April 11, 2017 The Prime Minister (PM) issued Decision No. 11/2017/QD-TTg on the mechanism of encouraging the development of solar power projects in Vietnam, including the electricity tariff from solar power projects without difference between the large on-ground projects and rooftop PV systems, is 9.35 US cents / kWh (VND 2086 / kWh at the 2017 exchange rate).
To specify the Decision of PM, the Ministry of Industry and Trade (MOIT) issued a Circular No. 16/2017 / TT-BCT dated September 12, 2017 to stipulate the project development and a model power purchase agreement (PPA) for the solar power projects, in which, for rooftop PV systems the net-metering mechanism is applied as the project investor must be paid for a difference of electricity amount between the PV system output to the grid and coming one from the grid.
However, there were many problems during application of net-metering mechanism, and in fact, there is no PPA by this mechanism having been carried out so far.
Therefore, to more encourage rooftop PV systems, January 8, 2019, the Prime Minister issued Decision No. 02/2019/QD-TTg on amending some articles of Decision No. 11/2017/QD-TTg. on 11 April 2017, in which the holder of a rooftop PV system would be paid for the whole electricity output by tariff of 9.35 U$ cent, and must pay for the whole electricity amount coming from the grid by the current electricity tariffs.
