PV Gas ensures pipeline safety

 - After nearly 25 years of construction and development, PetroVietnam Gas Joint Stock Corporation (PV Gas) has guaranteed the absolute safety in the manufacturing process. There were no serious incidents affecting people’s life and property, contributing significantly to ensure the corporation’s sustainable development.

PV Gas has paid special attention to safety and security.

PV Gas is a member of the Vietnam Oil and Gas Group (PetroVietnam). PV Gas plays a key role in the gas industry from collecting, transporting, storing and processing to distributing and trading gas products. PV Gas has currently managed and safely operated the three gas pipeline systems, the gas distribution system, warehouses and LPG and CNG filling stations. In addition, the corporation has also provided gas to produce about 40 percent of power output. With such heavy responsibilities, in the manufacturing process, safety is a top priority of the corporation. This task always has been received special attention from leaders, member units and workers.

Security, safety, health and environment have been received close guidance from PetroVietnam leaders and supports from the authorities, ministries, departments and local governments at all levels. In addition, member units have also closely cooperated to ensure security and safety. The infrastructure system was constructed with high quality and modern technology, meeting requirements in terms of safe operation based on international standards. The completion and putting the Thi Vai LPG Refrigerated Storage into operation have contributed to improving safety in the manufacturing process. In addition, PM3-Ca Mau air compressors were put into operation to increase a capacity of gas collection for the Ca Mau Gas-Power-Fertilizer Complex. The reception of a new gas resource from the Nam Con Son Basin has contributed to increasing supply for the Southeast region. In particular, the safety, quality and environment management system in units in the corporation has been well controlled.

However, the corporation’s security, safety, health and environment have also faced difficulties as the operating range of gas works is increasing to sea and on shore through more complex terrain. Risky activities such as fire, construction, heavy trucks, digging, moored boats and fishing in the safety areas have also been available. In addition, gas works have been put into operation for many years. Therefore, strengthening operational management, maintenance and repair for equipment and machinery is needed. The implementation of new projects connected to available gas works has also created a risk. For example, in terms of the Thi Vai LPG Refrigerated Storage, PM3-Ca Mau air compressors and the reception of a new gas resource from the Nam Con Son Basin, safety has faced difficulties due to limited awareness. In 2013, PV Gas continuously put projects into operation such as extended Rong-Doi Moi gas collection system, the Thi Vai LPG Refrigerated Storage and PM3-Ca Mau air compressors.

In recent years, maintenance and repair for equipment and machinery have been completed at a high level, contributing to ensuring safe operations. The corporation implemented preventive and unscheduled maintenance for 22,580 and 355 cases respectively in 2013. All devices with stringent safety requirements have been tested in accordance with laws. All gas works have been certified in accordance with laws. PV Gas has fully implemented insurance for all works and products.

Periodic maintenance and repair in July and September 2013 were completed in the shortest time compared to the plan. PM3-Ca Mau air compressors and the reception of a new gas resource from the Nam Con Son Basin were completed ahead of schedule. Thanks to the shortest time, the corporation saved US$5.46 million. PV Gas also completed shuttle launch for the PM3-Ca Mau, Nam Con Son, Dinh Co-Thi Vai, Su Tu Vang-Bach Ho, Bach Ho-Dinh Co, Dinh Co-Ba Ria-Phu My pipelines to properly assess the current status of pipelines. Thanks to the right assessment, the corporation adopted solutions to ensure safety in the operational process. In particular, PV Gas completed and put the Thi Vai LPG Refrigerated Storage into operation, contributing to improving safety in the manufacturing process. In addition, PM3-Ca Mau air compressors were put into operation to increase a capacity of gas collection for the Ca Mau Gas-Power-Fertilizer Complex, creating favorable conditions for gas supply to the Southwest region. Moreover, the completion and putting the extended Rong-Doi Moi gas collection system into operation has contributed to complementing gas for the Cuu Long system. The reception of a new gas resource from the Nam Con Son Basin, installing and putting into operation the Pipeline Safety Management System (PSMS) for the Phu My-Ho Chi Minh City pipeline and installing management software for the Cuu Long gas system were implemented.

The corporation has also paid special attention to the application of scientific and technological achievements into operation, maintenance and repair. In 2013, the corporation had 78 initiatives, contributing to bringing profits of VND240 billion.

Although workload is increasing and facing to difficulties in the operation of modern equipment and machinery, thanks to leaders and staff’s efforts, the corporation has completed set out targets.
