Rapidly to bring the new power plants in the electricity market

 - Deputy Prime Minister Hoang Trung Hai has required Ministry of Industry and Trade (MoIT) to conduct investors of the new power plants – objectives participating in competitive power generation market to complete rapidly necessary conditions for bringing them soon in the competitive electricity wholesale market.

Some of the emergent tasks for   the competitive electricity market:

After over two year official operation, the competitive power generation market in Vietnam has been clearly changed a lot. MoIT, EVN, PVN, Vinacomin and other electrical enterprises collaborated to implement effectively many working items for perfect competitive power generation market in the country. MoIT also to take the initiative and cooperate with concerning agencies to carry out research steps of the competitive electricity wholesale market with an expectation to put it into operation accordingly to the planed schedule.

 However, competitive power generation market still has some of limits that must be overcome in coming time as: the rate of power plants directly participating in the market was not so high and slowly increased, that led to decrease of competitiveness and transparency in electricity market operation; extending  the multipurpose hydropower plants to participate in competitive power generation market for was complicated; the mechanisms for BOT power plants to participate in power market was not defined.

Deputy Prime Minister required to continuously perfect and develop competitive power generation market, overcome the above mentioned shortcomings and prepare all the conditions for forming the competitive electricity  

 wholesale market in accordance with the approved roadmap in coming time

The Deputy Prime Minister assigned: MoIT in collaboration with the Ministries of Finance, Planning and Investment, and State Bank to continuously review the liquidation regulations in  competitive power generation market for  guaranteeing closeness, justifiability and accordance with current regulations on business of accountancy and finance; MoIT to conduct EVN in the investment for upgrading and synchronizing information infrastructure for power system and electricity market operation, and continuous development of power transmission grid for guaranteeing safety and reliability in operating regimes of electricity market, at first to supplement instruments for handling circuit necks on power transmission system and guaranteeing transparency in electricity market operation.

Completion of detail design of the competitive electricity wholesale market:

 The Deputy Prime Minister assigned MoIT to speed up the progress of establishment and completion of detail design of the competitive electricity wholesale market for reporting it to Prime Minister in June, 2015.

 In detail design of the competitive electricity wholesale market it would be to define requirements on the independence of the units of power system operation and electricity market operation in accordance with requirements on the national power system operation and  competitive electricity wholesale market operation. It is necessary to carefully consider the roadmap for separating unit of electricity market operation into independent one accordingly with requirements on guaranteeing energy supply stability and security combining promotion of transparence and equalization in the competitive electricity wholesale market.

At the same time, it is necessary to clearly define the requirement on independence of Electricity Regulation Agency (ERA) during process of competitive electricity market development through the levels,  by those to define a roadmap for separating ERA into independent unit and establish an Electricity Regulation Council/Committee  in future; to establish the mechanism for participation of the strategic multipurpose hydropower plants and BOT power plants in  the competitive electricity wholesale market.

To establish a plan on steps of implementation of the competitive electricity wholesale market in accordance with practical conditions in Vietnam, in which a competitive electricity wholesale market pilot will be considered firstly by a Paper Market model with an aim to have the data for assessing the risks rising in process of the market implementation.

The Deputy Prime Minister assigned: Ministry of Planning and Investment, Ministry of Finance in collaboration with MoIT to create the conditions to promote and speeding up the progress for arranging fund  from international organizations for building and developing the competitive electricity wholesale market meeting the requirements on establishing legal framework, training human resources for the competitive electricity wholesale market in accordance with the approved roadmap.

EVN to concentrate researching, building the project of bringing the strategic multipurpose hydropower plants to participate the competitive power generation market, put forward the conditions for effective exploiting these projects satisfying their tasks for submitting MoIT in April, 2015.
