The Government's Prime Minister meeting with ministries, agencies and 9 provinces on the 500kV line (Quang Trach - Pho Noi)

Previously, on the afternoon of January 27, PM surveyed the scene, inspected the construction and gave gifts to encourage the construction forces of the 500 kV in 4 provinces as Thai Binh. , Nam Dinh, Ninh Binh, Thanh Hoa.

The Prime Minister is inspecting construction at location 100 of the 500 kV line of Nam Dinh 1 Thermal Power Plant - Thanh Hoa (Ha Hai commune, Ha Trung district, Thanh Hoa province).

Attending the meeting were Deputy Prime Minister Tran Hong Ha, Minister of Industry and Trade Nguyen Hong Dien, Chairman of the State Capital Management Committee at Enterprises Nguyen Hoang Anh, Chairman of the Vietnam General Confederation of Labor Nguyen Dinh Khang, The Central leaders of ministries, agencies, The Secretaries and Chairmen of 9 provinces with projects going through (Hung Yen, Hai Duong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh), leaders of the Electricity of Vietnam (EVN) and relevant units.

The meeting was connected online from the main bridge point of Thanh Hoa Provincial People's Committee headquarters to the People's Committees of the above provinces. The 500 kV line includes 4 component projects, with a total length of about 519 km 1,179 column foundation positions and a total investment of about 22,000 billion VND. The project goes through 211 communes and wards of 43 districts and towns in 9 provinces, invested by the National Power Transmission Corporation (EVNNPT).

Prime Minister Pham Minh Chinh chaired an online conference of the Standing Government with ministries, branches and 9 localities to promote the implementation progress of 500 kV circuit 3 line projects from Quang Trach (Quang Binh) to Pho Noi (Hung Yen).

At the meeting, EVN and EVNNPT reported on the project implementation situation; The localities reported in detail on site clearance, resettlement arrangements, handover of site for pier foundation locations, road corridors and affirmed determination, making specific commitments on completion time.

Currently, project implementation still has some difficulties as the site clearance work in some localities is still slow; Some locations lack logistics roads and construction space;

Difficulties in choosing construction plans, especially in locations with difficult and complex terrain...The agencies and localities raised some proposals and recommendations related to policies affecting forests and converting forest use purposes; coordination plans for maximizing the efficiency of the line circuit 3. After listening to opinions, PM Pham Minh Chinh emphasized the importance of ensuring electricity supply with the requirement "not to lack electricity for production, business, and consumption in 2024 and the following years."

Currently, the total power capacity is not lacking (about over 75,000 MW, while the available capacity is about 50,000 MW), but in 2023 there were still local power shortages, due to poor management.

Therefore, the Prime Minister has directed early and from afar to focus on drastically and effectively implementing solutions to ensure electricity supply in 2024 and the following years and implementing solutions on staff cadre work. The officials that did not fulfill their responsibility to ensure electricity supply in 2023, had violations or have been continuously handled according to regulations.

Clearly state that electricity security includes 5 stages: power plans, power transmission, electricity distribution, electricity use, and electricity prices.

Among them, the 500 kV circuit 3-line project (Quang Trach - Pho Noi) should have been contracted many years ago, but due to objective and subjective conditions, it was not done.

The PM emphasized that it is a key national urgent project, relatively large in scale (nearly 1 billion USD), going through many provinces and playing an important role in national energy security and contributes to not repeating the situation of lack of local rhythms in 2023, especially in the Northern region.

The Prime Minister said: This is the benefit of the country, the nation, and the entire people, not anyone's business, so along with the key public units, the entire political system, ministries, Industries, localities, and people with passing projects must step in to make up for previous slow progress and time.

According to the PM, previously, the construction of a 500 kV circuit 1 line about 1,500 km length took about 2 years (completed in 1994). Therefore, the 500 kV line circuit 3 (from Quang Trach to Pho Noi) is about more than 500 km in length. If it still follows the progress of Circuit 1, it will take about 1/3 of 2 years. However, with better conditions in terms of experience, technology, and qualifications... the construction time must be shorter, meeting the country's development requirements. The determination of the Government and the Standing Government is to complete and put the project into operation in June 2024.

Therefore, the Prime Minister assigned Deputy Prime Minister Tran Hong Ha, Minister of Industry and Trade Nguyen Hong Dien, and leaders of relevant agencies to hold monthly meetings to review and promote project progress. PM assigns Deputy Prime Minister Tran Luu Quang to directly direct the issues related to forest land use and amend Decree 156 of 2018 of the Government to regulate expenditures implementation of several articles of the Forestry Law, completed before the Lunar New Year.

The Prime Minister requested ministries, agencies, and EVN to coordinate closely with local authorities and relevant units to mobilize maximum human and material resources, including on-site forces, on-site vehicles, and on-site consultation and promptly resolve arising legal problems.

PM requires the localities to urgently complete and hand over the site for the project; and ensure security, order, and construction safety in the project area.

The Prime Minister encourages construction workers at foundation location No. 13 in Nghia Hong commune, Nghia Hung district, Nam Dinh province.

Especially adequate and legal compensation for the people who gave up their land for the project. Encourage local people to participate in related stages and tasks such as digging foundation holes, building logistics roads, public works...

The Prime Minister noted that agencies, localities, and the Vietnam General Confederation of Labor need to closely follow and understand the situation, pay attention, and encourage, and take care of the lives of workers and laborers on construction sites, especially during the Lunar New Year. Regarding construction materials, PM assigns the Ministry of Construction to manage prices and respond promptly, and localities must also participate in ensuring raw materials. The Agencies and localities do a good job of propaganda and mobilization of people so that they continue to support and actively participate in mobilizing and supporting construction forces for the benefit of the nation and people, the development of each locality and for the benefit of each citizen.
