Inaugurating the third line of 500kV project (from Quang Binh to Hung Yen)

The inauguration ceremony was held online at the main bridge in Hung Yen and 8 bridges in the provinces where the project passed through, including: Hai Duong, Thai Binh, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh and Quang Binh.

Prime Minister Pham Minh Chinh and delegates cut the ribbon to inaugurate the 500kV line 3 project from Quang Trach (Quang Binh province) to Pho Noi (Hung Yen province).

The National key project established many records:

The third line of 500kV project (Quang Trach - Pho Noi) is a double-circuit 500kV line with about 519 km long, passing through 9 provinces, with a total investment of more than 22,300 billion VND, with 4 component projects, started construction in January 2024. The entire project had 1,177 column foundation locations and 513 anchor spaces.

The project construction process encountered many difficulties due to the large amount of equipment, and techniques, with imported materials requiring a large time, human resources, construction in adverse weather conditions, especially due to severe heat or thunderstorms, construction through complex terrain in localities known as "rain bags", "fire pans"... Thanks to the drastic and close direction of the Government, the Prime Minister, the participation of the entire political system, lerevant ministries and agencies, and the support of the people, with the spirit of "overcoming the sun, winning the rain, not losing to the wind and storms", "only discussing work, not discussing retreat", "not enough work during the day, working at night", "eating quickly, sleeping urgently", "working continuously 24/7", "3 shifts, 4 shifts"... the third line of 500 kV project (Quang Trach - Pho Noi) was completed after only 6 months of construction (instead of 3-4 years as usual). Many records have been set, such as: Shortest investment procedures and construction time...

Speaking at the event, Prime Minister Pham Minh Chinh said that, in recent years, in our country the socio-economic development had been strong, requiring an average growth rate of 10-12%/year. At some points, there had been local power shortages such as in the North in early 2023.

Therefore, since June 2023, the Government and the Prime Minister had issued many drastic instructions, requiring ministries, agencies, and enterprises to urgently deploy many synchronous solutions to ensure sufficient power supply for the North during the peak months of 2024 and the following years, and to prevent power shortages under any circumstances.

One of the important solutions was to promptly deploy the construction of the third line of 500 kV project (Quang Trach - Pho Noi).

Reviewing the rapid implementation process, completing the entire project in more than 6 months, meeting all the requirements, especially preparing investment and capital; site clearance; ensuring input of supplies, materials, equipment; organizing implementation and construction... The Prime Minister said that during the construction process at the construction site, many noble actions were recognized, such as the support of units, organizations, and people for the project.

"The touching images of thousands of youth union members and armed forces drenched in sweat, with muddy hands participating in pulling wires, transporting materials, cleaning houses, architectural objects under the corridor of the line, and traffic flow. Images of women participating in providing water, food, fruit, and logistics to encourage the

workers in the hot summer days. The smiling, excited moments of workers, laborers on the construction site, on the high and precarious electric poles or the image of climbing mountains, wading through streams to transport materials, pulling wires have created a competitive, excited atmosphere expressing the joy, happiness and pride of those who participate in the construction site of this important national key project" - the Prime Minister was moved.

The Prime Minister emphasized that, during 70 years of building and developing the Vietnam Electricity industry (1954 - 2024), with many results and achievements, Electricity of Vietnam (EVN) has been highly appreciated by the Party, State and people, awarded many noble titles such as: Gold Star Medals, Labor Heros and Ho Chi Minh Medals...

Promoting and continuing the heroic revolutionary tradition of the electricity industry, the rapid construction of completing double and triple the amount of work but in only 1/5 of the time of circuit 1 and circuit 2 projects, has demonstrated the remarkable maturity, growth, great achievements, outstanding achievements that deserve recognition of EVN, the National Power Transmission Corporation (EVNNPT), project management units, contractors, support units on the construction site and more than 12,000 engineers, workers, and laborers in the electricity industry who participated in the project.

The Prime Minister commended the spirit, determination, drastic and effective participation of the ministries, agencies, forces, socio-political organizations; project management boards, consulting and construction contractors, equipment and material suppliers; provinces, especially the people and political systems of localities where the project passes through; cadres, engineers, workers, laborers at the construction site and related entities... to bring the project to the finish line as required.

The third line of 500 kV project (Quang Trach - Phoi Noi) put into operation had a particularly important meaning in many aspects of economy, politics, society, national defense and security.

In particular, the project has a strategic significance in contributing to ensuring national energy security, helping to overcome the local power shortage in the North. This is a project of trust and strength of great solidarity, the viewpoint "People are the root" of our Party and State, the joint efforts, consensus, the participation of the entire political system under the leadership of the Party; has significance for enterprises and foreign investors in ensuring electricity supply, especially in the high-tech field, believing in the determination of the Vietnamese side "what is said is done, what is committed must be done, what is done, what is done has specific, measurable, and quantifiable results".

The project demonstrates the aspiration, confidence, bravery, and values ​​of the Vietnamese people, with the spirit of "turning nothing into something, turning difficult into easy, turning impossible into possible"; meaning economic connectivity, regional linkage; promoting responsibility with outstanding efforts, proactiveness, positivity, creativity, determination, and tireless work of relevant entities.

Lessons learned for implementing major national projects:

Emphasizing "Resources originate from thinking, vision, motivation originates from innovation and creativity, strength originates from people and businesses", the Prime Minister said that this project has brought many lessons learned in the management and organization of large projects that can be applied to subsequent projects.

That is a lesson in leadership, management, operation, direction, and command with: The ideology must be act decisively, with focus, key points, complete each task; the assignment must be clear to the person, the task, the responsibility, the time, the product, the results, easy to check, urge, and evaluate.

Along with that, promote the strength of great national solidarity, mobilize the entire political system from the Central to the local level, within the industry and outside the industry, the military, the police, the Fatherland Front, mass organizations, enterprises and especially the people with the spirit of "unanimity from top to bottom, smooth operation", "first call, then support, one call, all respond".

Another lesson is the relentless efforts, proactiveness, courage of the electricity industry and the close and effective coordination of corporations, state-owned corporations, enterprises at both the Central and local levels, state-owned enterprises with private enterprises with the spirit of "sharing, understanding, working together, enjoying together, winning together and developing together, having joy, happiness and pride together".

At the same time, build and launch a vibrant patriotic emulation movement, arouse national pride, promptly encourage, reward, create an enthusiastic working atmosphere, all for the benefit of the nation and people; the press and media agencies have made efforts and done a good job of propaganda, portraying good people and good deeds on construction sites and projects, mobilizing people, creating consensus and unanimity to implement the project. The Prime Minister stated: From the actual implementation and continue to summarize to draw valuable lessons from this project to apply to key national projects (highways, airports, ports, high-speed railways, urban railways, etc.) in controlling and accelerating progress (from the stage of investment preparation, resources

public works and mobilize participating resources...), shorten the project completion time as much as possible while still ensuring the quality of the project in terms of technique - aesthetics, safety, environmental sanitation and no capital increase.

The Prime Minister requested EVN, EVNNPT to coordinate with local agencies to do a good job of environmental restoration and sanitation; organize the safe and effective operation of the third line of 500 kV project and the entire national power system. At the same time, continue to invest in developing power plants and grid systems, ensuring adequate and stable supply of electricity for socio-economic development; actively participate in ensuring social security and stabilizing people's lives.

The Prime Minister directed the authorities at all levels of the 9 provinces where the project passes through to coordinate with the investor to continue to pay attention and care to stabilize, continuously improve and enhance the lives of people affected in the area where the project passes through in accordance with the spirit that the new place of residence must be at least equal to and basically better than the old place of residence.

The immediate task is to take care of long-term and sustainable livelihoods for the people, change suitable occupations; resolutely not let people lack housing, food, clothing, or land for production; gradually better meet the material, spiritual, security and cultural needs; take care of education and training for the young generation, to move towards integration and enrichment.

According to the Prime Minister: The spirit of speed and determination to win the third lime of 500kV project has motivated people, businesses and the entire political system in implementing important national projects and works, continuing the development of the infrastructure of the country./.
