A meeting on the rate of progress of the circuit 3 (extended) of 500kV line

At the meeting, the Representative of EVNNPT Investment Management Board said that, according to the Power Development Planning VIII, circuit 3 of the 500kV line from Quang Trạch to Pho Noi includes 4 sections as Quang Trach - Quynh Luu, Quynh Luu -Thanh Hoa, Thanh Hoa - Nam Dinh 1 and Nam Dinh 1 - Pho Noi.

The project will play an important role in connecting the inter-regional power grid, especially in ensuring electricity supply for the North in the coming years. The project can transmit from the Center to the North from 2200 to 5000 MW

In recent times, EVNNPT has implemented the project investment preparation procedure and submitted it to all competent authorities for approval.

The project with a length of about 515 km going through 9 provinces, so EVNNPT expects the competent authorities to approve the 500 kV Quang Trach - Pho Noi transmission line, and the urgent projects in PDP will be applied by mechanisms and policies to speed up the construction investment progress.

At the meeting, leaders of EVNNPT, units assigned to manage and operate the project, and consulting units discussed and agreed on contents and working methods to speed up the project's progress.

Overview of the meeting on the schedule of the project cluster of 500 kV transmission line in the Quang Trach - Quynh Luu - Thanh Hoa - Nam Dinh 1 - Pho Noi.

Concluding at the meeting, Mr. Pham Le Phu - General Director of EVNNPT said that following the direction of the Prime Minister, Minister of Industry and Trade (MOIT) at the meeting on the afternoon of July 8, 2023, and Notice No. 302/TB -EVN on July 9, 2023 of EVN, the 500 kV line Quang Trach - Pho Noi will play a special important and urgent role in transmission and contribute to ensuring the electricity supply for the Northern Region with progress to be put into operation in June of 2024.

To carry out the above-mentioned urgent tasks, the General Director of EVNNPT assigned the Deputy General Directors in charge of construction investment to direct the departments and units to concentrate all resources and implement solutions to ensure the completion of the main milestone of the project that the Corporation sets out to strive to start the project in October of 2023.

Mr. Phu assigned the EVNNPT heads of departments and directors of the units must gather all the excellent experienced personnel of the units to participate in the implementation of the project and report to the EVNNPT the plan to mobilize additional personnel (if necessary). The departments and units decisively implement and complete the assigned tasks in progress at detailed executive meetings for each project. The departments and units are requested to handle the work and documents related to the project must not exceed 1 day, and the documents outgoing dispatch need to write "urgent" to be resolved rapidly.

The EVNNPT General Director assigned the Northern Power Projects Project Management Board (NPMB) and the Central Power Project Management Board (CPMB) to establish the plan and schedule the detailed operation of each project, assign clear tasks and responsibilities in the leadership, departments of the units and related units to ensure the scientific organization and implementation, maximum application of solutions to shorten the implementation time of each unit phase to complete energizing projects that meet the requirements. Urgently establish the Executive Committee and the Front Committee of the project. In which, clearly assign functions and tasks of each member, implementation plan, reporting regime, etc. to implement the assigned tasks on schedule. Daily meetings to schedule the progress of the project, weekly report to the Corporation on the progress of implementation, evaluate the implementation time and propose solutions to shorten the time of the next steps to compensate for the slow time. Closely coordinate with consulting units, functional departments of EVNNPT, local authorities, and relevant units to ensure the progress of the project according to the attached appendix. Timely report the difficulties or problems to the Corporation and competent authorities.

It is necessary to coordinate with the consulting units to closely follow the local authorities to inspect, review and approve the land use planning and land use plan of the project, to request the consulting units to urgently survey the current status of intersections of traffic roads, river crossings, as well as crossings with 110 kV lines, communication lines, etc., and update the technical design documents of the project.

The requirement to the consulting units to comply with processes and regulations for surveying, drilling geology, making construction diary, and monitoring diary at the construction site.

On the other hand, the implementation units sponsoring coordinate with the design consultancy units, EVNNPT and EVN departments and local authorities in organizing field visits, exacting the position of column foundations, and checking organizational construction measures for ensuring the correct and sufficient calculation and the costs of implementing the project. Paying special attention to the method of construction organization to be detailed for each column position and anchorage on the route.

For Power Transmission Company 1 and 2, EVNNPT was assigned to coordinate and support NPMB and CPMB in investment preparation, working with local authorities in compensation for site clearance, construction and checking before acceptance of the project and focusing on personnel to supervise the project construction.

For the consulting units, EVNNPT asks to concentrate all the personnel on management, survey, design and project establishment with high professional qualifications and experience of the units to participate in project implementation.

Supplementing the personnel to participate in the Front Committees of NPMB, CPMB (minimum 1 person/Front Panel), they are regularly present to implement the author supervision and handle problems during the implementation process. At the same time, focus all resources and add additional personnel to speed up the survey work, and design projects to ensure quality and progress as planned. Thoroughly check and review documents on changing the forest use purpose of the project, ensuring the accuracy of coordinates, the area occupied by each foundation location, in accordance with the project documents.

In addition, the consulting units need to urgently work with the Ministry of Natural Resources and Environment to soon approve/approved the adjustment of the dossier of the Assessment Report.
