The regulations on handling ash and slag in BOT coal fired thermal power plants

PM required Ministry of Industry and Trade (MOIT) to study and guide the measures to gradually decrease the areas of slag ground of these TPPs, and to be responsible to guide the investors to establish and approve the projects for handling and consumption of the ash, slag and plaster of the TPP, Chemical and fertilizer plants; MOIT has to inspect, supervise and urge implementing the projects, strictly handle violations causing environmental pollution.

PM also required Ministry of Construction (MOC) in coordination with the Ministry of Science and Technology and relevant agencies to complete as soon as possible the standards, technical regulations on using ash, slag and plaster of the TPP, chemical and fertilizer plants as materials for subgrade of the roads; to continue studying, establishing the policy to encourage the use of non-baked building materials and limit the use of the burning materials; Ministry of Resources and Environment in coordination with MOIT and MOC to guide the owners of the facilities for handling, using ash, slag and plaster as the building materials according to the environmental regulations.

As well known, previously, on April 12, 2018 PM already approved the project on promoting to handle and use ash, slag and plaster of the TPP, chemical and fertilizer plants as the raw materials for building materials, and using them in construction projects, at the Decision No 452/QD-TTg.

The goals of the project is to handle and use ash, slag, FGD and PG slags as the raw materials for construction materials and using them in construction projects by about 52% of total accumulated amount (around 75 million tons including 56 million of TPP ash and slag, 2.5 million tons of FGD plaster and 16.5 million tons of PG plaster), although current implementing the provisions of the Decision No 452/QD-TTg still faces some problems.
