Approving 500 kV Lao Cai transformer substation and 220 kV connecting lines

The project including the 500 kV transformer substation, 220 kV connecting lines and 35 kV line to supply self-sufficient electricity for 500 kV substation from the local electricity network in Bao Thang district, Laos province. 

Lao Cai 500 kV transformer substation is a special grade energy project belonging B invested by EVN, managed by the Power Project Management Board 1 on behalf of EVN; for the project, PECC1 already established Feasibility Study Report, Environmental Impact Assessment Report, Thematic Report on Forests and Basic Design.

The project is developed with an aim to release the capacity from the power plants in the Northwest and neighboring areas, and support the import of electricity when necessary. At the same time, the project also off-load the existing 500 kV Son La - Hiep Hoa, Son La - Nho Quan transmission lines, 

The capital for the project includes 80 % domestic commercial loan and 20% equity.

The project would be developed in two phases:

Phase 1 from 2021 to 2022 Completing the 220 kV distribution yard at a minimum scale to connect the existing Bao Thang - Yen Bai 220 kV line and 220 kV lines that are investing with expectation of the same schedule progress, by the Power Transmission Corporation; completing the connecting 220 kV lines, and 35 kV line and transformer substation for supplying self-sufficient electricity from the local electricity network. 

Phase 2, from 2023 – 2024 (expectation to be synchronized with 500 kV Lao Cai - Vinh Yen transmission line): Completing the whole 500 kV transformer substation including two 500 kV transformers with capacity of 250 MVA each, equipment of distribution yard, two 220 kV feeders and compensation equipment for 500kV Lao Cai - Vinh Yen transmission line.
