Deputy PM urges for acceleration of Nghi Son refinery project

Construction for the complex started in 2013 in Nghi Son Economic Zone in Tinh Gia district, Thanh Hoa province. The plant is expected to have its mechanical components completed and ready for a pilot run by November this year and to start commercial operation by July 2017. However, according to reports, several items are lagging behind schedule, slowing down the plant's overall progress to about four months.
Speaking at the meeting, Deputy PM Dung assigned the Ministry of Industry and Trade and related agencies and Thanh Hoa province to closely work with investors to ensure the construction progress of the plant, while ensuring infrastructure and supply of electricity, IT and telecommunications for the project as committed.
He stressed the importance of the Nghi Son complex, saying that it is among the nation’s key projects ensuring national energy security, creating jobs and producing a variety of products catering to domestic support industries.
He asked the Ministry of Finance to co-ordinate with the Ministry of Industry and Trade and Ministry of Planning and Investment to determine support and incentives for the complex every year, and on this basis to make recommendations to the government and the Prime Minister for solutions to remove difficulties to ensure the project’s overall effectiveness.
Regarding product consumption, the deputy PM proposed relevant ministries and agencies to work with petroleum importing and distributing companies to develop plans for Nghi Son’s product distribution in the domestic market in line with the consumption of products from other domestic factories.
He also noted that consumption forecasts of petroleum products on the domestic market should ensure harmonisation of the interests of the State, investors and the people.
Nghi Son refinery is the second planned oil refinery in Vietnam after Dung Quat refinery in Quang Ngai province. It produces LPG, gasoline, diesel, kerosene/jet fuel, sulfur, polypropylene, benzene, and paraxylen./.
