EVN must firmly ensure electricity supply security

 - Speaking at the online conference to summarize the plan in 2020 and implement tasks in 2021 of the Vietnam Electricity (EVN), Deputy Prime Minister Trinh Dinh Dung requested EVN to have firmly ensuring power supply security in coming time as supplying adequate, stable electricity with high quality and reasonable prices for rapid and sustainable socio-economic development, ensuring national defense, security, people live improvement and contributing to ecological environment protection.

On January 12, in Hanoi, EVN held an online conference to summarize the plan in 2020 and deploy the plan targets in 2021. 

Overview of the Conference to summarize the work in 2020, deploy the tasks in 2021 of EVN.

Reporting at theConference, EVN Deputy General Director Nguyen Tai Anh said: By the end of 2020, the total installed capacity of the power plants of the whole system reached 69,300 MW, increasing nearly 14,000 MW compared to 2019. Vietnam Power system places the second position in Southeast Asia and 23rd position in the world. 

The total electricity generation output (production and import) for the whole system in 2020 was 247.08 billion kWh, and sale electricity output - 216.95 billion kWh, respectively increasing 2.9% and 3.42% compared to 2019. In 2020, there were many fluctuations in the power system operation due to Covid-19 pandemic impact, the hydrological status changeably happening, difficult to forecast and increasing proportion of renewable energy projects leading to difficulty in operating power system.

In Covid-19 pandemic blooming context in 2020, EVN tried the best to maintain production- business activities and implement two times for reducing electricity bill with a total sum of 12,300 billion VND (without VAT).

In 2020, EVN also carried out the following activities:    

Changing dispatch cycle - transaction cycle of the electricity market to 30 minutes, contributing to exactly and timely handle the fluctuations in electricity system operation.

Promoting activity on customer service with providing 12/12 of electricity services accounting 77% transactions through the National Service Gate.

In investment in electricity supply for the rural and mountain areas, EVN units already arranged over 1,000 billion VND to supply electricity for 14,000 households in Son La, Lao Cai, Quang Ninh, Thai Nguyen, Kom Tum,Bac Lieu…provinces.

Regarding electricity supply for Islands, EVN has completed electricity supplies by underground cables for Nhon Chau Island (Binh Dinh), Tran Island (Quang Ninh); deployed the electricity supply for Bach Long Vy Island (Hai Phong) and continuously investment in upgrading electricity networks in Truong Sa island district and DK1drilling rig.

By the end of 2020, the electricity network has accessed 100% communes in the country, with 99.54 % households and 99.3% rural households using electricity.

Speaking at the Conference, Deputy Prime Minister (DPM) Trinh Dinh Dung acknowledged, highlyappreciated and praised the EVN staff and employees for their solidarity, hard work, overcoming all difficulties to complete the tasks, contributing an important part to the whole country in successfully implementing the socio-economic development targets in 2020 particularly and for the 2016-2020 period generally. 

DPM also requested EVN to have firmly ensuring power supply security in coming time as supplying adequate, stable electricity with high quality and reasonable prices for rapid and sustainable socio-economic development, ensuring national defense, security, people live improvement and contributing to ecological environment protection.

In addition, DPM asked EVN to develop synchronously, intelligently   and modernly electricity infrastructure to reach ASEAN advanced level. To speed up the construction of a competitive, transparent, efficient and suitable electricity retail market in accordance with the socialist market economic mechanism.

To implement theabove tasks, DPM required EVN to coordinate with the Ministry of Industry and Trade to complete Power Development Planning VIII with the investment plan to develop power plants and power transmission grid system to meet sufficient electricity for socio-economic development and ensuring national defense and security.

At this conference, the Deputy Prime Minister asked the State Capital Management Committee in Enterprises (CMSC) and the Ministries of Industry and Trade, Ministry of Planning and Investment, Ministry of Finance, Ministry of Construction ... to continuously create favorable conditions, to speed up the procedures on managing capital, assets and construction for EVN to implement well all assigned tasks. At the same time, DPM asked the localities in cooperation with EVN to closely manage reservoirs, dams power projects… and create confortable conditions for EVN to implement well all the assigned tasks.

DPM assigned the recommendations of EVN at this Conference to the Ministry of Industry and Trade in  coordination with CMSC to synthesize and propose handling ways, to soon report to the Prime Minister for timely removal. 

A number of the main plan targets in 2021 of EVN:

- Sale electricity output: 228,156 billion kWh, increasing 5.16% compared to 2020.

 - Power supply reliability: SAIDI index is lower than 349 minutes.

 - The electricity loss of the whole Group: below 6.35%. 

 - Access to electricity index: Maintaining position in ASEAN 4.

 - Total construction investmentvalue: 97,124 billion VND.
