Agreeing to allow power plants using Block B gas to 'indirectly' participate in the electricity market

 - On the proposal of the Vietnam Oil and Gas Group (PVN) and the Electricity of Vietnam (EVN), the Ministry of Industry and Trade (MOIT) has agreed that the thermal power plants using Block B gas will indirectly participate in the electricity market under the regulations of Circular No. 45 of MOIT Minister.

Specifically, in Document No: 7127/BCT-DTDL, dated November 10, 2022, on the participation of O Mon power plants using Block B gas in the electricity market, MOIT has the following opinions:

Firstly: The key oil and gas projects contribute to economic development, ensure national energy security, and national defense security and protect Vietnam's sovereignty. This content was confirmed in many announcement conclusions of the Prime Minister and Deputy Prime Ministers.

The Block B gas project chain has been approved by the Deputy Prime Minister to be added to the list of key oil and gas projects monitored and directed by the State Steering Committee for key oil and gas projects in Section 7 of Announcement No. 248/TB-VPCP dated May 31, 2017 of the Government Office on the Notice of Conclusion of the Deputy Prime Minister, Head of the State Steering Committee for key oil and gas projects at the meeting of the Steering Committee at May 19, 2017.

Secondly, the Government Standing Committee and the Prime Minister have directed to focus on removing difficulties and speeding up the implementation of the Block B - O Mon gas power project chain to serve the national interests in the following documents:

- Document No. 37/TTg-CN dated June 2, 2020, on implementing

the Gas-Power Project Chain at Block B and Document No. 151/TB-VPCP dated December 9, 2020, of the Government Office announcing the conclusion of the Deputy Prime Minister on implementing the Block B - O Mon gas power project chain.

- Document No. 190/TB-VPCP dated June 29, 2022, of the Government Office announcing the conclusion of the Prime Minister at the meeting on the production and business situation in the first 6 months of 2022 of PVN and the situation of implementing the key state oil and gas projects (including the Block B gas-power project chain).

- Document No. 114/TB-VPCP dated September 29, 2022, of the Government Office announcing the Prime Minister's conclusions at the meeting on the production and business situation of PVN.

Thirdly: Based on the proposals of PVN and EVN in documents No. 5556/EVN-TTD dated October 3, 2022, No. 5790/DKVN-TMDV-KTDK dated October 7, 2022, and the mentioned above reasons and practices, MOIT agreed with the proposals of the two above groups that thermal power plants using Block B gas indirectly participate in the electricity market according to the regulations of Circular No. 45/2018/TT-BCT November 15, 2018, of MOIT.
