Promulgating the List of key energy users in 2020

The Ministry of Industry and Trade (MOIT) in responsibility and coordination with the relevant ministries, agencies and local authorities should organize managing energy using activities of the key energy users in accordance with the Law on saving and efficient energy use and the Government Decree No 21/2011/NĐ-CP dated 29/3/2011 on the detailed regulations and measures to carry out this Law.

Besides, MOIT in responsibility and coordination with the relevant ministries, agencies and local authorities should update and submit the Prime Minister to promulgate the list of the key energy users before March 31 of every year.

The people’s committees of the central cities and provinces should direct the relevant departments to manage, monitor the key energy users in territories in implementing the programs on saving and efficient energy use and also direct the local professional agencies to control, check and establish the list of the key energy users in the area and send it before February 01 of every year.

The State groups and corporations are responsible to require the member units under their management to implement the saving and efficient energy use in accordance with the Law on saving and efficient energy use and the other relevant legal documents and submit to the authority of the city or province, where the unit places and also submit to the group or corporation for group or corporation to synthesize and report MOIT before February 01 of every year.

The key energy user is responsible to fully carry out the duties stipulated in the Law on saving and efficient energy use and Government Decree No 21/2011/NĐ-CP that stipulates in detail measures for carrying out the Law on saving and efficient energy use and the other relevant legal documents.
