Proposing the Government to license PVN to invest in offshore renewable energy

 - On November 2, a mission of the Ministry of Planning and Investment (MPI) headed by Mr. Tran Duy Dong, Deputy Minister had a working meeting with the Vietnam Oil and Gas Group (PVN) on formulating policies for the large state own enterprises. At the meeting, PVN proposed to license it to invest in the offshore renewable energy projects for taking advantage of PVN current resources and infrastructures to contribute to meeting the needs and commitments of Vietnam at COP26.

Based on the existing production and business situation, PVN proposed to keep the current mechanism on assigning planed targets and devolve the Member Councils/Chairmen of State own Groups and Corporations with 100% of Charter Capital to actively decide the moment and rate of divestments for the member enterprises.

Regarding the development strategy to 2035 and vision up to 2045, PVN proposed MPI to consensus and propose the agencies to promise PVN deploying offshore renewable energy projects. At the end of August with a rapid energy transition, PVN proposed the Government to allow PVN deploying the offshore wind power projects and green hydrogen production.

To promote offshore strengths, in mid-October 2022, at a meeting with Vietnam - Russia Joint Venture (Vietsovpetro), PetroVietnam Technical Services Corporation (PTSC), PVN Joint Stock Corporation Constructions (PETROCONs), Mr. Hoang Quoc Vuong - Chairman of the Members Council of PVN proposed to study the establishment of a complex to develop a value chain of the renewable energy, in order to enhance cooperation, promote the each other strengths, to meet the requirements of domestic and international investors in this industry.

As a state-own enterprise operating in the oil and gas exploitation with the main sea location, PVN and its member units have many advantages, potentials and capacities to implement offshore renewable energy projects. This has been proven recently when PTSC actively participated in providing services for the majority of offshore wind power projects to domestic and foreign contractors. Besides, Vietsovpetro also provide the related services for implementing projects at the sea.
