The Preparatory Conference for establishment of the Medium and Small Hydropower - Green Energy Association

VEA Chairman Tran Viet Ngai considers the establishment of MSHP-GEA to have a part in bringing about more power sources and socio-economic development of the country.
At the conference the participants discussed the drafts of MSHP-GEA Charter and Operating Program in 2015-2020 period.
For many years in the past, the hundreds of small and medium hydropower projects and a number of wind power and solar power projects constructed, have contributed a nearly 4,000 MW total capacity with many billions kWh per year generation to the National Power System.
According to the assessment of Ministry of Industry and Trade (MoIT) and VEA, so far, the potentials of the medium, small hydropower and green energy projects have not been properly exploited to supplement the precious clean energy sources for the country.
In this situation, the establishment of MSHP-GEA, a socio-professional organization under VEA acting in the field of small and medium &small hydropower and green energy on nationwide has been prepared.
According to the draft of Operating Program of MSHP-GEA in the first term (2015-2020), the main activities of Association can be summarized as to: i) collaborate with VEA to petition the State competence agencies for adjusting the medium & small hydropower planning and establishing the green energy planning, especially the wind, solar and biomass power development with a goal to have a fully overall picture on the available potential of clean energy kinds that could contribute in the cause of guaranteeing energy security of the country; ii) direct it’s members to collaborate with provincial departments of Agriculture and Rural development, Industry and Trade in carrying out businesses of safe operating hydropower plants in flooding and newly afforesting for the hydropower projects lacking this activity during before construction process, in order to avoid dangerous impacts to the downstream as happened on 2011-2012 flooding in a number areas of Central region; iii) have responsibility to petition MoIT, EGD, ERAV and EVN for allowing the medium & small hydro, wind and solar power companies to connect with National Power System and sell their electricity by market prices as the companies inside and outside of EVN; iv) consider responsibility to defend the rights and legal interests of the members as a key task. The members can implicitly trust to receive from MSHP-GEA the material and moral supports, especially the policy and legal advices; v) have responsibility to unite and go closely with the members for assisting them to untie the difficulties in production, business and basic construction investment, and as well as to petition the competence agencies to solve the inadequate shortcomings in mechanisms and policies.
Speaking for conclusion of the conference, VEA Chairman Tran Viet Ngai considered the foundation of MSHP-GEA to mark a new breakthrough step in the development of Vietnam energy sector and a contribution to the cause of socio-economic development of the country.
The Congress of MSHP-GEA foundation has been planed to take place in Ha Noi on October 1, 2015.
