Master Plan for Vietnam Gas Industry Development

The goal is to achieve a gas exploit output of  21 billion cubic meters per year

The goal of the master plan is to develop a fully made gas industry synchronously in a line: exploiting – collecting – transporting – processing – reserving – distributing and exporting & importing products in the whole country for guarantee to collect 100% of gas output from the fields exploited by PetroVietnam and foreign contractors to achieve production of 17 – 21 billion cubic meters per year in 2026 – 2035 period.

Regarding gas consumption market, it is to: continuously develop the gas-fired power plants which should use about 70 – 80% of total production (including import LNG); develop petrochemical sector from gas; strengthen investment to deep processing natural gas for improving added value of gas products; create materials and fuel for domestic industrial production in direction of increasing export and reducing trade deficit rate; continuously sustain and extend gas distribution systems for industrial, transporting and city household customers with an aim to protect environment and increase gas using value; synchronously develop low pressure and compressed natural gas distribution systems for premise to develop gas distribution system for transportation.

In order to achieve these objectives, the gas industry has outline development orientations for every regions of the country as:

For the North, it is to: study solutions to strengthen colleting gas from  the dispersed small fields with an aim to strengthen gas supply ability for industrial customers in the region; step by step to study and deploy infrastructures for LNG import to keep gas supply ability for industrial customers in the region while local resource depletion; develop power plants using LNG accordingly to the Power Planning Project approved by Prime Minister.

For the Center, it is to: actively strengthen development and fully made infrastructural system to collect, transport and handle gas from Blue Whale field for supplying gas-fired power plants in the region accordingly to the Power Planning Project approved by Prime Minister; develop petrochemical industry from Blue Whale gas after sufficiently satisfying gas demand of power plants; develop low pressure gas distribution system and produce CNG/LNG in small size for supplying industrial customers in the region

For the Southeast region, it is to: strengthen the searching and exploring activities and field development to maintain gas demand in the region; deploy to build storage and harbor systems for LNG import to supplement the depletion of domestic gas resources and supply power plants accordingly to the Power Planning Project approved by Prime Minister.

For the Southwest region, it is to: improve the infrastructural system for collecting and transporting gas; build the infrastructural system for LNG import to maintain gas supply for customers; and develop new power plants using LNG.
