Setting up the Secretariat to implement the Declaration on Just Energy Transition Partnerships (JETP)

 - Deputy Prime Minister Tran Hong Ha has just signed a Decision to set up a Secretariat to implement the Political Declaration on Just Energy Transition Partnerships (JETP Declaration) with the Head of the Committee as Mr. Dang Quoc Khanh- Minister of Natural Resources and Environment and the Deputies of Committee as Ministers of Natural Resources and Environment (Standing Deputy), Industry and Trade, Planning and Investment, Finance.

The Secretariat members are representatives of the Government Office and Ministries of Natural Resources and Environment, Industry and Trade, Planning and Investment, Finance, Foreign Affairs, Justice, Transport, Agriculture - Rural Development, Labor - Invalids - Society, Science - Technology, Public Security; State Bank of Vietnam, Committee for Management of State Capital at Enterprises.

The functions, duties and powers of the Secretariat:

The Secretariat is a working group to assist the Prime Minister (Head of the COP26 Steering Committee) in coordinating the relevant works to implement the JETP Political Declaration, and at the same time, to coordinate with the international partnership groups to deploy JETP Declaration.

The Secretariat has the duty to advise the Head of the COP26 Steering Committee in directing, administering and handling the implementation of the JETP Declaration, including:

1/ Developing and implementing a plan to mobilize resources for JETP implementation in accordance with the JETP Declaration for at least the next 5 years.

2/ The plan for mobilizing revised and supplemented resources (if any) basis of the need for policy and investment in Vietnam related to JETP goals.

3/ Synthesizing information, reporting and proposing recommendations related to JETP implementation to the Prime Minister (including requirements to relevant ministries, agencies, localities and organizations to provide information, and coordinate in performing tasks of the Secretariat). Organizing the periodical evaluations to implement the objectives stated in the JETP Declaration, proposing adjustments to the objectives as necessary.

4/ Urging and monitoring financial and technical support from the Group of International Partners, the Glasgow Financial Union for Zero Net Emissions Target (GFANZ) and other partners.

5/ Urging to resolve procedural issues for organizations and individuals proposing programs and projects to participate in the implementation of the plan to mobilize resources for JETP and supervising the implementation of selected programs and projects.

6/ Coordinating with representatives of the International Partnership Group in implementing JETP activities. Organizing the forums on exchange and discussion between ministries and sectors with the Group of International Partners, GFANZ and the relevant sides in the process of implementing JETP.

7/ Carrying out communication activities and information dissemination on implementing JETP Declaration.

8/ Reporting periodically, or irregularly at the request of the Prime Minister (Head of COP26 Steering Committee).

In addition, the Secretariat also will carry out the other relevant tasks assigned by the Prime Minister (Head of the Steering Committee).

The Ministry of Natural Resources and Environment is a standing agency of the Secretariat, using the apparatus to assist, and will be guaranteed in terms of resources, people, material basis and working facilities.

The working groups to support JETP implementation include:

- The summarizing group, founded by the Minister of Natural Resources and Environment, a Deputy Minister of Natural Resources and Environment will be the leader.

- The institutional group, proposing the investment policy is founded by the Minister of Planning and Investment, and a Deputy Minister of Planning and Investment will be the group leader.

- The technology and energy group founded by the Minister of Industry and Trade, a Deputy Minister of Industry and Trade will be the leader.

- The Financial group founded by the Minister of Finance, a Deputy Minister of Finance will be the group leader.

Relevant ministries and agencies shall appoint cadres with appropriate expertise to participate in Working Groups at the requirement of the Group Leaders.
