Starting Quynh Lap LNG power project (Nghe An province)

Nghe An Provincial People's Committee has just issued Official Dispatch No. 6816/UBND-CN on the implementation of Notice No. 252/TB-BCT dated August 11, 2023 on the conclusion of Minister MOIT Nguyen Hong Dien at the meeting on implementing solutions for construction investment of the thermal power projects using LNG. In the notice, MOIT paid attention to: Firstly, for LNG power projects without investors, it is to continue to review and add use land plan of the project to the provincial planning for the basis to implement the project in accordance with the regulations, it must be completed before August 30, 2023.

Secondly, promptly implement necessary procedures to ensure the selection of the investor with the financial capacity and experience to implement thermal power projects using LNG and related infrastructures, and soon implement construction investment of the project.

Specifically, some milestones required to be implemented for Thai Binh, Nghi Son, Quynh Lap, and Ca Na LNG power projects are as follows: To complete the selection of investors for the project in October in 2023, approve the feasibility study (FS) before March 2024 and start the project before December 2024.

In order to promptly and effectively implement this conclusion, Nghe An Provincial People's Committee requires local relevant departments, agencies and units according to their functions and tasks, to continue to actively implement and strictly implement the tasks assigned by the Provincial People's Committee to complete the work contents to ensure quality and progress according to the schedule in accordance with the provisions of the laws. The requirement of the directors/heads of the local relevant departments, and agencies to take responsibility before the Chairman of Nghe An Provincial People's Committee for the results of implementation of assigned contents and tasks.

In particular, Nghe An Provincial People's Committee assigned the Department of Industry and Trade to assume the prime responsibility and coordinate with relevant agencies periodically (on the 22nd of every month) to advise the Provincial People's Committee on the implementation of construction investment, recommendations and proposals related to the implementation of this project.

According to PDP VIII, it will not implement 13,220 MW of coal-fired power plants, including: Quang Ninh 3, Cam Pha 3, Hai Phong 3, Quynh Lap 1, 2, Vung Ang 3, Quang Trach 1, Long Phu 2, 3, Tan Phuoc 1, 2.

To replace these plants will be carried out the implementation of the potential other positions as Quynh Lap (Nghê An) with 1500 MW, and Nghi Son (Thanh Hóa) with 1500 MW in the 2021-2030 period.

According to the plan, the Quynh Lap LNG power plant project will be built in Quynh Lap Power Center, Hoang Mai town, with an area of ​​about 283 hectares (belonging to Dong Hoi Industrial Park, South-East Nghe An Economic Zone).
