Vietnam - France Joint Communique on the climate change research

 - On May 8, 2018, in Hanoi, Vietnamese Ministry of Natural Resources and Environment (MNRE) of and French Agency for Development (AFD) have jointly announced the implementation of the Economic Climate Change Research Program (GEMMES).

 

The GEMMES is created to facilitate public policy dialogue around macroeconomic issues associated with climate change and energy conversion.

With the projects of GEMMES, the French Government wishes to affirm its interest and support in developing a long-term strategy to respond to climate impacts, implement the objectives of the Paris Agreement, thereby meeting Vietnam's commitments to the international community.

GEMMES Vietnam is also the main content of the framework agreement signed between the Ministry of Natural Resources and Environment and the General Director of AFD at the French Presidency in the presence of General Secretary Nguyen Phu Trong and French President Macron in March, 2018.

GEMMES Vietnam consist three main activities carried out in following three teams:

The scientific research team will conduct independent research topics (key issue of the program) to supply the forecast of damages caused by climate change, and to recommend policy advices on adaptation options 

The GEMMES projects will also include strengthening activities of the network of Vietnam – France researcher and experts.

The management team includes the Ministry of Natural Resources and Environment as the standing body of the National Committee for Climate Change, AFD, the French Embassy in Vietnam. This team serves as a bridge between relevant ministries and agencies to provide forecasting recommendations to agencies.

The public communication team, including the Vietnam Fatherland Front, the Buddhist Church of Vietnam, the Ho Chi Minh Communist Youth Union and the French-Vietnamese community.is responsible for disseminating the impacts of climate change as well as strategies for strengthening resistant and recovery. In addition, public communication team also supports the research activities of researchers and policy-making bodies through access to social organizations.

Sharing his opinions on implementing GEMMES, Mr. Fabrice Richy - AFD director informed that the program was designed to apply the latest methods to the economic impacts of the climate change, and through that to assess the likelihood of harm as well as the orbits of Vietnam.

"The program evaluations will be later used to determine Viet Nam's international position in climate negotiations, and also for internal purposes when optimizing adaptation investments at the provincial level”. Mr. Fabrice Richy expressed.
