Ceremony to transfer the National Power System Dispatch Center from EVN to the MOIT

 - The ceremony to transfer the National Power System Dispatch Center from the Electricity of Vietnam (EVN), the State Capital Management Committee at Enterprises to the Ministry of Industry and Trade was recently held in Hanoi (in the form of direct and online).

At the ceremony, EVN Deputy General Director Nguyen Xuan Nam reported on the process of building and implementing the project to separate the National Power System Dispatch Center (A0) into a single-member limited liability company under the State Capital Management Committee at Enterprises and transfer it to MOIT.

Specifically, thoroughly implementing the direction of the Prime Minister, EVN has urgently and closely participated with the State Capital Management Committee at Enterprises, MOIT and relevant ministries and agencies in building and submitting the project for approval. At the same time, EVN has also carried out the work to implement them as soon as the Prime Minister approves the A0 separation project.

Implementing the Prime Minister's instructions, the process of developing the A0 separation project has been implemented in 2 phases.

- Phase from 2018 to June 2023, developing and submitting for approval the project to convert A0 into an independent accounting LLC within EVN.

- Phase from June 2023 to present, developing and submitting for approval the project to separate A0 from EVN into a single-member LLC under the State Capital Management Committee at Enterprises, then transferring it to MOIT.

Under the direction of the Government, the close and urgent coordination between EVN and the relevant ministries by August 1, 2024, the Prime Minister issued Decision No. 752/QD-TTg on separating the National Power System Dispatch Center from EVN and the policy of establishing the National Power System and Electricity Market Operation Company Limited (NSMO) under the State Capital Management Committee at Enterprises. Next is Decision No. 753/QD-TTg approving the policy of transferring the right to represent the state capital ownership at NSMO from the State Capital Management Committee at Enterprises to MOIT. Accordingly:

- The State Capital Management Committee at Enterprises has issued decisions to establish NSMO, issue NSMO's charter, appoint the Chairman of the Board of Directors and assign the authority of NSMO's General Director.

- A0 has completed the business registration procedures for NSMO.

- EVN has instructed A0 to carry out the financial handover to separate A0 from EVN. On the other hand:

- Complete the draft minutes of the handover of capital, assets, rights and obligations of EVN that are being managed and implemented by A0 to NSMO.

During the implementation process, EVN also participated with MOIT in reviewing and amending legal regulations related to separating A0 from EVN and transferring it to the MOIT. In addition, EVN and NSMO have completed the draft contract for the provision of power system dispatching services and the operation of power market transactions (SMO) between EVN and NSMO.

Currently, EVN is building a coordination regulation between the two parties in the process of building annual plans, as well as operating the power system and the power market, reporting to the Ministry of Industry and Trade for approval to ensure the most effective power supply. The transfer of A0 from EVN, the State Capital Management Committee at Enterprises to MOIT is expected to help optimize the management and operation of the power system while creating more favorable conditions for the implementation of national energy policies.

After completing the transfer process, MOIT will continue to direct and supervise NSMO directly and comprehensively in performing new tasks.

NSMO has a charter capital (at the time of establishment) of VND 776 billion, 100% owned by the State. NSMO performs the task of regulating the national power system, and operating electricity market transactions according to the provisions of the Electricity Law and related laws. NSMO's headquarters is at 11 Cua Bac Street, Ba Dinh, Hanoi./.
