Diverting (Green, Yellow and Red) for important national energy projects

 - At the first meeting of the State Steering Committee for the important national programs and projects, on the afternoon of December 6, 2023, Deputy Prime Minister Tran Hong Ha emphasized that the Important national programs and projects must be diverted. Accordingly, the green divert (without difficulties or problems and on schedule), the yellow divert (with some difficulties and problems, and will be changed to the green divert after being removed) and the red divert including projects that need to be focused on with strong and drastic measures.

At the meeting, Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan reported on implementing many important national energy programs and projects under the Steering Committee, that must be monitored, supervised and solved. Especially the difficulties and problems that need to be urgently resolved.

The Representatives of the Committee for Management of State Capital at Enterprises, Ministry of Planning and Investment, The Vietnam Coal and Mineral Industries Group (Vinacomin), The Electricity of Vietnam (EVN)... emphasized the need to have criteria for determining the implemental national programs and projects that will ensure the overall, synchronous and comprehensive nature in the national energy system.

In accordance with EVN Chairman Dang Hoang An: The list of the programs and projects under monitoring, inspecting and urging by the Steering Committee should be open (in and out) for immediate prompt monitoring, directing and handling any difficulties and problems that arise.

Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep suggested not distinguishing scale between programs and projects belonging to state or private investment, but based on their importance in the national energy system. Some projects are being implemented well and have already resolved difficulties and problems that can be removed from the monitoring, supervising, and urging of the Steering Committee. He also introduced new and urgent projects with caused problems.

Speaking after the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the Steering Committee has a very important task in helping the Prime Minister to direct, inspect, and coordinate relevant Ministries, agencies, and localities to carry out investment tasks and developing important national programs and projects in the energy sector. To improve quality, and efficiency, and economize time in operation, each member of the Steering Committee must be assigned clear tasks and responsibilities. The opinions must be specific, feasible, and reach the competent authority immediately.

"We need to develop criteria to identify programs and projects belonging to monitoring, urging, and solving of the Steering Committee. Make a list of the programs and projects with progress, problems, and plans to monitor and urge. In particular, classify groups being deployed according to progress and plans, groups that encounter difficulties and obstacles, and propose solutions to solve them completely" the deputy Prime Minister said. Emphasizing that the energy sector is the lifeblood, important, and basic infrastructure of the economy, the Deputy Prime Minister requested the Ministry of Industry and Trade (the Standing Agency of the Steering Committee) to urgently complete operating regulations. The members of the Steering Committee to clear tasks and responsibilities in monitoring and supervising the progress of important national programs and projects.

The Members of the Staring Committee will research and advise solutions on energy-efficient plans, and strategies. The ministers and localities must assign the units to monitor, and carry out the guidance and decisions of the Staring Committee in stability and long term.

According to the Deputy Prime Minister, the energy programs and projects, under monitoring, supervision and urging, and inspection by the Steering Committee must be included in national energy planning, strategies, and plans with a specific roadmap, progress, and implementation plan. There is no difference between public and private investment (including projects under-investment, preparing for investment, and expanding the scope of investment...).

The Important energy national programs and projects must be diverted with the green color (without difficulties or problems and on schedule); the yellow color (with a little difficulty and after removing it changing to the green channel) and the red color including the projects that must focus to inspect and dramatic guidance.

The ministries, agencies, localities, and investors can propose Staring Committee programs and projects not included in the lists or model projects (such as offshore, rooftop solar power projects…) that need to coordinate between the industries, localities, centers, and localities or develop the new mechanisms and policies.

The Deputy Prime Minister suggested and assigned the Ministry of Industry and Trade to immediately establish a database on the list of the important national energy programs and projects (with plans for implementation, implementation progress, and difficulties being encountered) to members of the Steering Committee to monitor and update continuously.
